The constraints on the project were such that a traditional contracting approach would have meant delays, and cost over-runs would have been inevitable. With the use of alliancing, these delays and cost over-runs were avoided. Alliancing, as well as the quality of engineering management, enabled the project to be adapted to changes in a creative way. This was exemplified by the incorporation of a new major storm water pipeline.

Overall the project was clearly a great success. It reflects similar experience with the use of alliancing on large projects internationally. The judges noted that the approach to community liaison and environmental issues throughout the project was also outstanding.
